Otho Randolph “Randy” Mills passed away on Good Friday, March 29, 2024 at Tallahassee Memorial Hospital after lengthy health issues.
Randy was born on August 11, 1942 in Tallahassee, Florida where he grew up. He attended Sealey Memorial School which currently is the Tallahassee Police Department. After completing his elementary years, he attended and graduated from Leon County High School. After high school he attended and graduated from Florida State University. Soon he joined the U. S. Navy where he served on several ships, including the U. S. S. Johnston. After completing his military service, he returned to Tallahassee and enrolled for a second time at Florida State University, graduating from the School of Business. While attending FSU, he very active in the Baptist Student Union.
He had several high school jobs and later while attending FSU he was employed by E. C. Allen Mobile Home Industries in the accounting division. Ater graduating from FSU the second time, he was employed by the Florida State Comptroller’s Office and retired after 30 years. During his State employment he served 20+ years as a reservist with the U. S. Navy. The majority of his time was spent overseas, especially in London, England. After his retirement he and his wife moved to the small community of Recovery, Georgia, just over the Florida Georgia Line in Decatur County.
During his earlier years he and his family attended Emmanuel Baptist Church in Tallahassee. In 1951 he and his family became charter members of Fellowship Baptist Church in Tallahassee. He later became a member of the Glen Julia United Methodist Church in Mount Pleasant, Florida. Throughout his Christian years he served with much enthusiasm. It was much strength for him. There is much that can be said about Randy, but most of all he cared deeply for his wife, entire family and his friends. There was never a day that passed that he wasn’t immersed in reading books of science, biblical sources and history and as one could say, he was a “walking encyclopedia.”
He is predeceased by his parents, Otho Guy Mills and Elliemae Mills and brother-in-law, Thomas William Howell. He leaves behind his wife, Susan Howell Mills; sister, Carolyn Tanner (Bill) of Colorado Springs, Colorado. He also leaves behind his two brothers-in-law, John Herb Howell (Betsy) of Tallahassee and Daniel Walter Howell (Patricia) of Mount Pleasant and sister-in-law, Nora Howell Beauchamp (Harold) of Mount Pleasant. Among his friends left behind are his nieces and nephews that were delightful for him.
A Memorial Service will be held at the National Cemetery, Tallahassee on April 4, 2024 at 11:00 A. M.
Pastor Juani Hernandez, Glen Julia UMC and the Military Chaplin will officiate the services.
The family would like to express their thanks for all the prayers and concerns for Randy. Also, an appreciation is extended for all the care by Tallahassee Memorial Hospital and the Southern Medical Group, including all the medical staff that cared for him throughout his years of life.
